又は、
"I feel that spring is here"＝「春が来たと感じる」
"when the bugs start to come out of the ground."＝「虫が地中から出てき始めると。」

確かに地中から出る、は英語でcome out from inside the soilで通じますが、
こういう話であまり聞いたことなく、
冬眠から覚める、のような表現の方がよく使われていますね。
日常場面では実は「出てくる」は一番使われていると思います。
例えば、
I feel like spring has come once I see bugs starting to come out (春が来た）
I feel like spring is coming once I see bugs start to come out of hibernation （そろそろ春がくる）
のどちらで「虫たちがもぞもぞと地中から出てくると春を感じる」という意味が伝わります。
