この場合は so cute!と言うでしょう。
相手または他の人のコスの場合基本的に
Thatを使います。
Thatは「私以外」ということを伝えます。
相手の着ているコスの場合
Your costumeも使えます。

Since people wear scary clothes during Halloween to scare other people you may want to use terms that imply that. For example: scary,frightening etc.
However if they are wearing a cute costume. You can say " You are wearing a really cute costume."
ハローウィンの間は人を驚かそうとして怖い服を着ているので、
怖いということを表す言葉を使いたいと思っているかもしれません。
例えばscary,frightening（怖い、恐ろしい）等。
でも可愛い服を着ているのであれば、こう言うことができます。

This is a short and sweet way of saying the costume is cute/nice.

By saying "super" is expressing that it is "very very" cute.

Cute can mean pretty, small, kind of attractive, nice etc - quite a vague adjective really so it may mean different things for different people and in different situations. If a baby is cute, it probably means that he or she is attractive, babyish and look like they need to be cuddled and looked after, whereas if an adult male is described as 'cute' by a woman, she probably finds him attractive or sexy.
If you want to say someone looks nice in what they are wearing then you could say they 'look so cute'as usually halloween costumes tend to be scary
A costume is a dress up outfit that you usually wear for a festival or special occasion halloween etc
普通ハロウィーンのコスチュームは怖いので、相手の着ているものを褒めたいなら、'You look so cute'（かわいいです）と言えます。
'costume'とは、お祭りやハロウィーンなど特別な機会に身につける衣装をいいます。
