この場合、次のような言い方ができますよ。
ーPlease wait until the people in front of you have moved ahead before you board the ship.
「乗船される前に、前の方が進むまでお待ちください」
to wait until the people in front of you have moved ahead で「あなたの前の人たちが前に進むまで待つ」と言えます。
