「留学」は "study abroad" または "go overseas" と言います。
「語学留学」と言いたい時は、うしろに"to learn a language" または "to study a language"をつけて言いましょう。

・He is going to go overseas to study a language. 「彼は語学を勉強するために留学します。」

This is saying that you are going overseas to go learn English.

This indicates that you want to go study English in a other country.

These sentences all explain that you are moving to another country and learning the language of that country.
Overseas and Abroad both mean that you are in another country rather than the one you are currently in (whilst having the conversation).
You can study abroad for a number of reasons, but in all the above sentences, you have made it clear that the reason is to study another language.
You can simply say "I am going abroad to study English."You can also say attend a Language exchange program. This is a program that connects individuals who wish to practice and improve their foreign language speaking skills.
Example sentence:
I am attending Language exchange program in America next year.
"I am going to abroad to study English" または、”attend a language exchange program"と言えばよいでしょう。これは外国語を学んで上達させたいと願う個人を結びつけてくれるプログラムです。

訳 : 来年、アメリカでの語学交換留学に参加する予定です。
「語学留学」はstudy a language abroad「海外で言語を勉強する」のように言えます。
ただ、文で使うなら
文脈に応じて言語名を具体的に出して
I want to study English abroad.
「海外で英語の勉強をしたい」
とか
国名も具体的に出して
I want to study English in Canada.
「カナダで語学留学したい」
のように言う方が普通だと思います。
