You only have to say "I would like an ice cream cone please".

It is actually enough just to say 'cone', however, it shows good manners to say 'please' afterwards. If you would like to say it in a complete sentence, then you could use either of the other two examples. In
the UK, 'wafer' is what we call the food a cone is made from. In some other countries this may be referred to as a 'biscuit cone'.
We can use the conditional form of the verb to like with, "I would like/I'd like," when asking or ordering a cone. We can also use the future tense verb to take with, "I'll take," which can be commonly used in English as a form of ordering food or drinks at a restaurant or even when ordering ice cream.
