「~をしたい」と要望を伝えるときは
I want to ~ と言います。
丁寧に言う場合は、I would like to~と言いましょう。
例:I would like to do lesson 12 today.
「今日はレッスン12をやりたいです」
提案をする場合は Is it ok if we ~ ?を使います。
例:Is it ok if we start from page 10?
「10ページから始めてもいいですか?」

*I want to start from page 25 today.
This means you would like to start from page 25.
For example;
Teacher: What would you like to do today?
You:I would like to do the article but let us start from page 25.

これは25ページからはじめたいという意味です。

Phrase 1 is asking politely if the lesson may start from page 25. However, if you wish to be a little more assertive in your suggestion, you could state your preference directly as in Phrase 2.
Phrase 3 is a more tentative request which may be because you are showing a lot of respect to the teacher or because you are feeling nervous, or perhaps not sure if that is the best place to start?
If you want to tell the other person where to begin the lesson from then you can 'can we begin' or 'can we start'
a polite way of asking is 'is it ok' or 'would it be ok'
どこからレッスンを始めればいいか伝えたいなら、'can we begin' または 'can we start' が使えます。
'is it ok' あるいは 'would it be ok' は丁寧な言い方です。
Phrase 1 means you are telling the teaching nicely where you would like to start you lesson from.
Phrase 2 would mean you are asking in a polite was if the teacher is ok with starting from page 25.

Can we start at the top of page 25? - this is a polite way of informing the teacher where you'd like to start.
