"Performance review"（人事評価）以外に、"evaluation"、"feedback"、"appraisal"などの言い方があります。
"I don't want to do it"→（人事評価を）やりたくない（気が進まない）
全員に良い評価をつけるわけにはいかないため、何人かには厳しい評価・昇給・賞与が待っています。直接それを伝えなければならないのは気が引けます↴
I'm not allowed to give good ratings to all of them, so I had no choice but to give below-average scores to some employees. That means they won't be happy with their salary increase and bonuses. I really hate to be the bearer of the bad news.
"I had no choice but..."→○○をする他なかった
"below-average scores"→平均以下の点数（評価）
"the bearer of the bad news"→悪い知らせを伝える人
人事評価は、実際のパフォーマンス以外の複雑な要素も含まれるのでフェアではないですよね。ご苦労様です！

"I'm not looking forward" is a way to say you will not enjoy doing something, but it is something you must do.
"I'd rather not" Is a soft way of saying you don't want to do something, that isn't very direct.
