Whenever I see my socks, I have no idea if they should be discarded or not.
「いつ靴下を見ても、それが捨てるべきかどうか私には全く分からない」
という意味です。このように言えば伝わると思います。
ちなみに、
You can't say your socks are too old easily when you see them because even after wearing many times they don't look too old.
と言えば、
「自分の靴下を見たときに古過ぎると簡単に言うことは出来ない。何故なら、何度も履いた後でも、それは古過ぎには見えないからだ」
と言えます。
カジュアルな言い方ですが、to get rid of ~~（ 処分する、取り除く、～から断つ）はよくネイティブが使うフレーズなのでよかったら覚えてみてください。
例文
I don't know when to get rid of socks. Should I get rid of them when there's a hole?
（靴下の捨て時がわからない。穴が開いたら捨てればいいのかな？）
Should I get rid of them when the color fades?
（色あせたら捨てたらいいのかな？）
Should I get rid of them when they are loose?
（ゆるくなったら捨てたらいいのかな？）
