「初旬」はbeginning ofと表現します。
例：beginning of August 8月初旬
beginning of summer 夏の初め
「～までに」というように、期日の話をするときはbyを使います。
例：by the end of the day 今日までに（今日中に）
by the end of this week 今週末までに
似たような表現で「～まで」untilがありますが、こちらはbyと混同しやすいので注意してくださいね＾＾untilは、「～までずっと」という意味で、期日の話ではなく、何かを継続しているとき等に使う表現です。
例：I slept until 9 today! 今日は９時まで寝てた！
I will wait for you until 12, OK? 12時まであなたを待ってるからね。
the first 10 days of the monthとは「初旬」という意味です。月の最初の10日間とを表します。
この場合、来月初旬までに資料を送付しなきゃいけないので、英語にしたら、"Send the documents by the first 10 days of next month." と言います。
自分で送付したら、I will send the documents by the first 10 days of next month" と言います。
相手から送付を頼む場合、Please send the documents by the first 10 days of next month" と言います。「来月初旬までに資料を送付してください。」を指します。
