「恐怖」に関連する表現はとてもたくさんありますが、２つご紹介します。
「恐怖で腰が抜ける」という日本語が示す状況を次のような英語で表現しました。
「be paralyzed with ...」で「…で麻痺状態になる」→「…で動けない」というニュアンス。
I was paralyzed with fear.（僕は恐怖ですくんだ）
もう少し簡単な表現としては、次の表現もありだと思います。
I was scared to death.（僕は死ぬほど怖かった）
be scared（怖がって）
このtoは「〜に至る」というニュアンスがあり、to death（死ぬほど）というレベルまで怖がっていることを表現します。

→凍り付いた
I was frozen
→凍り付いていた
「腰が抜ける」にニュアンスが近いかな、という言い方です。
"freeze" は「凍る」や「凍らせる」という意味ですが、人について使うと「動けなくなる」「動けなくさせる」となります。

I saw a terrorist stab an officer and a citizen. I was frozen. I saw three bodies on the pavement.
