How can/may I help you?は、どうされましたか？何かお困りですか？というときに言います。
最初のEmergency,は、「こちらEmergencyです」という意味です。
もっと丁寧な電話の出方もありますが、急を要する電話はこのように出ることが多いです。
アメリカの救急・消防の番号は911ですが、かけると "911, how can I help you?"と出ます。
「非常ボタンが押されました」の直訳は、The emergency button has been pressed.ですので、ボタンを意図的に押してなさそうな場合などに説明的につけてあげるといいかもしれません。
