"Put your hands where I can see them!" is the same as "Put your hands in the air" , as soon as the police arrive they will say that but it depends on the scene.
They may say "get down!" if they want to arrest the criminals.
In America, cops usually push criminals down on the floor or against the hood of the police car and handcuff them.
And of course "Freeze!" just means to stop moving.

「警察だ！」はPolice here とも言いますが、それが警察なのかFBIなのか（または他の組織か）によって言い方が変わったりします。
