英語の場合は “決まり” というものは無いんですが、単純に手っ取り早く言いやすい方法を皆選ぶようです。年代は二桁ずつを普通の数字として読むのが主流ですが、1000～1009、2000～2009 など間にゼロが入る場合のみ、変に聞こえちゃうだけに普通の数字として読むことが一般的でしたね、そのため、このような時は最初の例のように、頭に “Year ○○○○” と付けることで “年” のことだよ、と解るように言ってました。
○○○9年が過ぎればまた二桁ずつ言うのが主流に戻りつつあります。
あくまでも傾向ですのでこういった英語の読み方には間違いはありません。

1100年～1999年は3パターンの読み方があります。
例
1100年：下2桁が00の場合： eleven hundred と上2桁をまず読んでからhundredと続けます。
1105年：途中に0が入る場合： eleven oh five と0をohと発音して読みます。
1192年：4桁全てに数字が入る場合： eleven ninety two と上2桁 下2桁を別けて読みます。
2000年以降も読み方が途中で変わったりします。
2000年： (the year) two thousand
2001年～2010年：(例 2005年）two thousand five
2011年～：（例 2011年）twenty eleven（上2桁と下2桁を別々に読む）
なぜこのような事が起きるかといいますと、言語は時代によって移り変わるからです。 2011年にロンドンオリンピックがありました。 この時にメディアはこぞってtwenty eleven the London Olympic Games!と言ってた訳で、この2011年辺りから上2桁と下2桁を別々に読むようになってるようです。 メディアや人類が「言い方」を考え、それが社会に影響する例でもあります。
ちなみに前置詞は in になると「に」という意味になり、in 2016は「2016年に」という意味になります。
「2016」年の事は日常会話では「① Twenty-sixteen」と言います。
例えばオリンピックは「twenty-twenty」です。
「② Two thousand and sixteen」はもっとフォーマルな場で使います。決算報告会議などで。

Probably, Americans may be more likely to say, "Two thousand, sixteen." However, in the UK, we enjoy adding the word 'and' in such constructions, so we would say, for example:
"I hope to visit Boston in two thousand and sixteen."
Alternatively, especially with the tens ie 2010, 2020, 2030, 2040 etc you may say:
Twenty ten, twenty twenty etc.
