Probably, Americans may be more likely to say, "Two thousand, sixteen." However, in the UK, we enjoy adding the word 'and' in such constructions, so we would say, for example:
"I hope to visit Boston in two thousand and sixteen."
Alternatively, especially with the tens ie 2010, 2020, 2030, 2040 etc you may say:
