There is a (quite) strong cold front up in the north (area), and (it) is coming into Japan (from tomorrow). This is the typical weather map in the winter (in Japan).

It's gonna be the typical Japanese winter climate.
There is a (quite) strong cold front up in the north (area), and (it) is coming into Japan (from tomorrow).
up in the northで「北にある」という意味で up は上側にあるからフレーズ的に up in the north と言います。
This is the typical weather map in the winter (in Japan).

The cold wind is coming in.

The cold air is approaching and it's going to get cold.
