To use the term 'Even a million dollars' or 'all the money in the world' means that no matter how much money you have it would never be enough to get/buy everything that you want/desire. Desire is another word for wanting something
Even a million dollars'(100万ドルあっても)や'all the money in the world'(世界中すべてのお金を使っても)を使えば、「いくらお金があっても、欲しい(want/desire)物が買い切れない」と言えます。 'desire'は'want'(欲しい)の別の言い方です。

Most people will feel the same about never having enough money and you would discuss it in a light hearted manner. Perhaps someone would say they are poor.
