measuresとstepsはこの使い方だと意味が同じです！

辞書で「対策」を検索したら間違いなく"measures" とか "steps"などの英訳がありますが、実際に英語でそういう言い方したいなら、文章の工夫は場合によって様々あり、一つの言葉でより文章の全体の形で意味合いを表します。
例えば "measures to pass a test" は全く文脈に合わない言葉の使い方になり、"measures"はそもそも政府やエンジニアがとるような「対策」のニュナスになります。
こういう場合 （試験を受ける対策の本）に使う自然な英語は上記に三つの英訳例の方が自然に響、すぐ意味がはっきり分かります。
"A step-by-step guide to preparing for exams." =>（文字通りですと）
試験準備のためのステップバイステップガイド。
A step-by-step guide to exam preparation. でも言えます。
"How to prepare for exams." / "Exam preparation methods." ＝＞
試験の準備方法。
他にもいくつかの言い方がありますが、この三つはどれでも本のタイトルっぽい名前となります。
他の文脈の「対策」は本当に場合によって変わりますので、短くはまとめることは出来ません。
言葉の英訳が辞書に入ってても、言葉や表現の使いかったが英語で全く違う・場合によるというのは多分意外に多いので、ご注意ください。

「試験に受かるための対策」
試験への「対策」ではなく、自然災害や危機管理における「対策」の場合は measure / countermeasure を使います。

B: Yes. We have a safety drill once a year.
A: あなたの会社は地震への対策とか立ててる？
B: はい。1年に１度は避難訓練をしてます。
The government uses many countermeasures to help combat terrorism.
政府はテロ防止に多くの対策を講じています。
Measures と provisions はとても丁寧な言い方です。Provisions は他の意味もありますが、「対策」と同じ意味の場合、主に「お金」のようなものです。
ie, We should consider preparing provisions just in case this year's crops fail.
もっと会話的な言い方は三番目の例です。このように置き換えることできます。
