常時って英語でなんて言うの？

「常時」は、

"at anytime"
"always"

"There is at least one police officer sitting in the small police station at anytime."
「交番には常時一人は警官が待機している。」

また koban は、日本語です。英語では police station ですが
それでは少し規模が大きめの「警察署」も含みますので
a small, local police station などと言っても、伝わり易いと
思います。
