「別れを告げる」はsay goodbyeやsay farewellと言います。
「離任式」はfarewell ceremonyです。

学校や会社などの組織で、異動や転職などで去っていく人が最後に挨拶する際に使います。特に、生徒たちに向けた挨拶であれば「to my students」を追加し、「Give a farewell speech to my students at the leaving ceremony.」とすることも可能です。
