「冬も峠を越しました」を直訳すると「Winter has passed the peak」です。 「Winter has passed its peak, and it's now spring」というフレーズは、「冬もピークを過ぎて、もう春です」という意味になります。
'Passed'は'過ぎる'It's now spring'は'今はもう春です'という意味です。
