「次コートを使用できる時間は３時半です」と言いたい場合、

The tennis courts will open at 3:30. と言えます。
「待ちたくないのであれば、次回は予約をすることをお勧めします」を言うなら
If you don’t want to wait, I recommend making a reservation next time.
と言えるでしょう。
