２.「I am pretty sure that A」で「ぜったいAだ」という意味になりますので、一文目全文を訳しますと、「絶対に２人子供がいるよ」となります。そして２文目が「cannot be A」で「Aなはずがない」という意味になりますので、全文で「１人の子供があんなにうるさいわけがない」となります。

この場合、次のような言い方ができますよ。
