Below と following がちょっと違うイメージですね。"Following"の方ですと、（例えばメールとかで）「そのメール」じゃなくても、「次のメールにそれが含む」可能性があるという意味もあります。”Below”ですと、そいう意味がありません。次じゃなくて、そのメールだけのことですね。
