電車に乗ってる時間を有効活用できる事は言うまでもないって英語でなんて言うの？
電車に乗っている時間という言い方が分かりません。the time on the train?

「the」は前から知っていたことで使います。「これから電車を乗る」と言ってから状態で「電車に乗ってる時間を有効活用できるなら嬉しい」は「I hope I can use the time on the train effectively」という英訳になります。
でも一般的な状態だったら「the」を使いません。例えば：
"I see so many people sleeping on trains.（電車で眠っている人をよく見ます。） But it goes without saying that... (例文１通り）"
