3月のご質問への回答となり、大変恐縮ですが
少しでも参考として頂ければと思い、紹介致します。
今回のポイントは2つあり、1つ目は
I hate to bother you, but ...
という表現です。直訳ですが
「あなたを煩わせることは
嫌なんだけど・・・」となりますが
何か手間のかかるお願い事をする際に
幅広く使える表現です。
例. I hate to bother you, but could you help me with this?
（この件で手伝って頂けませんか）＊ビジネスでも、日常会話でも
例. I hate to bother you, but could you correct my diary?
（日記を添削して頂けませんか）
またポイントの2つ目は、I was wondering if we could ... という箇所です。
こちらも直訳ですが、「私たちが上の部屋へ移動できないだろうかと
思っていまして・・・」という感じです。日本語でも、
「いやあ、ちょっと割引でもしてもらえたら嬉しいなって、思っていたんですけど・・・」
のように、「～のように思っていた」と言うと、ストレートに「割引してください」
というより、柔らかく願望が伝えられますね。
公式は、I was wondering if S（主語） could V（動詞の原形）～
です。
例. I was wondering if you could give us a little discount.
（少し値引きをして頂ければなあと思っていたのですが）
例. I was wondering if we could have a meeting next week.
(次週、ミーティングをさせて頂ければなと考えていたのですが）
・・・いずれも非常に丁寧な表現なので、例えば
△I was wondering if you could pick up the pen?
「ちょっと、そのペンを拾ってもらえませんか」
程度の状況で使うと、逆に嫌味に聞こえてしまいます（笑）。
あくまでも、「こんなこと、できますでしょうか？」といった
状況（まさにこんかいの状況がぴったりですね）で使います。

It is not the perfect start.
Your instinct is to run as far away as possible as quickly as possible!
But there is one small light at the end of the tunnel: perhaps, just perhaps, there is a spare room on one of the 40 floors above yours?
"The view from here is unsatisfactory. Do you have a room on a higher floor available?"
"There is a lovely room on the 33rd floor, if you'd like to take a look?"

休暇に世界一周旅行に行ったあなたは、ホテルの窓からはゴミ箱とエアコンの排気マシンしか見えないことに気づいた。
とてもじゃないが最高のスタートとは言えない。
外に出て早く逃げた方がいいんじゃないかとさえ直感はいう。
しかし、小さな希望がないわけではない。
もしかすると４０階建てのどこかに泊まれる部屋があるかもしれない。

ここからの景色にかなり不満なんですけど、どこか上層階で泊まれるところはないですか？

*Switch -change the position, direction, or focus of.
Example-"the company switched the boats to other routes"

*Available -(of a person) not otherwise occupied; free to do something.
Example-"the nurse is only available at certain times"
*Upper level -at or of a level that is higher in position or status.
Example - The restaurant is on the upper level of the building

To change your room is to ask for it to be exchanged for another one. To state that you want a better view is to explain why you want to change your room and what your expectations are of your new room.
"To change your room"とは他の部屋へ替える事を尋ねる表現です。
これを言う事によって、もっといい景色と言う理由で部屋を替えてほしい事とあなたが新しい部屋に何を期待してるか、と言う事を説明する事が出来ます。
Would it be possible for me to have a room on a higher floor at no extra charge ? I'd like to have a better view, if it's possible.
★英語職人の解説：
・『追加料金なし』は大切！なので、きちんと最初の文で伝えたほうが良いかと思いました。
・これを聞く時点では空きがあるかどうかわかりませんので、『もし空きがあれば』という次元で話しています。そのため、If形の would となります。そのあとはいつものように英語の法則に従い、【接着剤】（on/at)で【大きい情報】からつけていきます。→on a higher floor at no extra charge
・ I'd like to have a better view, if it's possible.→ここも『もし可能なら』というもし＝ifの次元で話してますので、ifの時の時制であるwouldが登場しますね。
・『眺めの良い』という部分は、上の階に行けばきっと必然的に眺めは良くなるので、最初の文ではなく、続く文に補足的に説明してみました。

I would appreciate it very much if you would change my room to one that has a better view of the ocean.
Since you are already booked at the hotel, politeness will always go a long way in getting what you want. So, starting your request with the adverb 'please' is definetly courteous. You would also do yourself a great favour if you indicated to the hotel staff just how appreciative you would be if they changed your room to one that has a better view of the surroundings, the mountain, or the ocean.
So, you may say:
Please change my room to one that has a better view of the surroundings.
or
I would appreciate it very much if you would change my room to one that has a better view of the ocean.
既に別の部屋を予約してしまっているわけなので、これを勝ち取るには丁寧さが重要になります。
副詞の 'please' から始めると間違いなく丁寧です。
「景色の良い［海・山のよく見える］部屋に変えてくれたらありがたい」（→【例1】）という言い方も効果的です。
次のように言えます。
Please change my room to one that has a better view of the surroundings.（景色の良い部屋に変えてください）
I would appreciate it very much if you would change my room to one that has a better view of the ocean.
（海のよく見える部屋に変えてもらえるとありがたいです）
