①が一番いいと思いますよ。at a later date next month の方は「下旬」を表しません。その意味は「あとで、来月に」だけ伝えます。the end of がないと、「下旬」が伝われません。
at the end of the month と in the end of the month の意味は変わりませんが at の方は決定的な意味合いが感じます。仕事で、私は at の方を使います。
「来月下旬に」は「at the end of next month」と言えます。
「来月」は「next month」といいます。
「the end of」は「～の終わり」という意味です。
「the end of next month」の前にくる前置詞は文脈によって変わります。
