「past」と「last」は別に入れ替えても大丈夫です。
過去でなく、未来形でしたら、「in」を「for」で、「past/last」を「next」になります。

次の３週間３回
3 times for the next 3 weeks

この一週間で3回
は、
three times in the last week
のように言います(^_^)
前の回答者さんがおっしゃっているように、
three times in the past week
と言い換えても構いません。

前のアンカー方の補足をしたいと思いますが、
回数の部分を変えて行くときは、
once, twice, three times, four times, five times・・・のように言います(^_^)
例）
once in the last 5 months「ここ5ヶ月で1回」
twice in the last 7 weeks 「ここ7週間で2回」
ten times in the last 3 years 「ここ3年間で10回」
How many times in the last 4 days? 「ここ4日で何回？」
