population ratio は少し不自然に思って調べたら少し使い方が違うみたいです。なので the percentage of people living in Tokyo （東京に住んでいる人の割合）をオススメしました。
単に「東京の人口が増える」といいたかったら the population of Tokyo will increase でいいです。
そしてdramatically（劇的に、大きく）をつけるなら場所は動詞の前（willの後）です。
