"I'd like to" expresses a desire that may or may not come true. It's good to use when you want something but you aren't sure if you will be able to have it. I hope that this helps. :)

Learning how to count in English is important for me.
We can say that we would like to learn 'numbers' or learn 'how to count'. These are both acceptable ways of expressing what you would like to learn. You can add a numerical value to this by saying 'I would like to learn how to count to 10 in English' or 'I can count to 10, but I would like to learn more numbers'.
「英語で数字を言えるようになりたい」は 'I want to learn "numbers" in English' または 'I want to learn "how to count" in English' と言えます。どちらも正しい言い方です。
数字を加えることもできます。

"I would like to be able to count in English" - is a more official way to express what you want to learn. At the same time, "I want to learn numbers in English", means absolutely the same but sounds more casually.
