あそこにも（誰かが）新しい家を建ているの？
Are they building a new house over there too?

まんまで訳しましたが、「あそこにも新しい家が建つのかな？」って感じでしたら「I wonder if they are building a new house over there too.」って感じでいいです。多分相手は知らないので。

over there=あそこに、向こうに

「新しい建物が建つの？」
is a new building being built
is there a new building being constructed
is a new building being made?
を使うと良いです。いずれも受動態の進行形を使っています。
受動態の進行形はis + being +過去分詞。
受動態なので、直訳すると「新しい建物が建てられてるの？」という意味になり、つまり「新しい建物が建つの？」　と同じです。

「新しい家」= new building.

Do you think / Is there / Do you reckon は同じ意味で「～と思う？」
