A person from Russia is called a Russian or a Russian person. Sometimes it sounds like the word "rushing" and people like to make a joke about that.
"I must be Russian because I am always rushing!". It means that you are always busy and running around the place without stopping.
A person who is a 'citizen' of a particular country, say Russia in this case, is a national of Russia and can therefore be referred to as a Russian. He/she is a 'Russian national' or a 'Russian citizen'. A 'citizen is a legally recognized subject or national of a country. However, an inhabitant of a city can also be referred to as a 'citizen' of that city but not a 'national' of that city. 'National' only refers to a nation, citizens of a country.
