The person that can do it should do it when they can.
The person who has the time should do it.
that can do it はやれると言う意味です。
should do it はやればいいと言う意味として使います。
when they can は出来る時にと言う意味です。
忙しい時にしなければいけない事が出来ないと自分でも分かっているのに、指摘されると嫌味でなくても嫌味に聞こえて嫌ですよね。
I know I should do it, but I do not have the time to do it; so the person who has the time should do it. は例えば、AさんがB さんにあれをしてないこれをしてないと言われた時、「自分がしなきゃいけないのは分かっているけど、時間がないの。出来る人がやればそれで良いよね」と言いたいと言う意味です。
