「懐疑的」は主に二つの意味で使われています。
一つ目は「何かの教義、特に宗教の教義を疑っている」という意味です。
この場合の意味で使うときの英単語は「unbelieving」、「disbelieving」、「skeptical」です。
「Believing」は「believe」からで、「信じる」という意味です。
接頭辞の「un-」と「dis-」は否定する意味があります。
「Skeptical」は「懐疑的な」、「疑い深い」という意味です。
The public is skeptical about proposed changes to the constitution.
国民は憲法改正案に対して懐疑的な意見を持っているようです。
Even having been raised in the church, he was still unbelieving of the teachings.

小さいうちから教会に通っていたとしても、彼はまだ宗教の教義に対して懐疑的であった。
懐疑的を「不信で委託したくない」という意味で使うこともあります。
その場合の英語は「wary」、「mistrustful」です。
「Wary」は「用心深い」、「慎重な」という意味もあります。
「Mistrustful」は「trust(信用)」と接頭辞の「mis-(不）」でできている言葉で, 「疑い深い」、「信用しない」という意味があります。
The public is wary about the proposed tax increase.
国民は増税案に対して懐疑的な意見を持っているようです。
After the incident, the people are mistrustful of the police.
あの事件の後、国民は警察に対して懐疑的な意見を持っています。

これは skeptical 又は wary と言います。Skeptical は「疑っている」という意味です。例えば、I'm skeptical that the new law will be effective は「新しい法律は効果的になるかと疑っています」というニュアンスになります。それに対しては wary がありまして、これは「ちょっと心配している」というニュアンスになります。
