In certain countries, used oil from the factories freely flows to the rivers causing the water to be heavily polluted.
So, you may say:

or
The rivers are severely polluted with oil from the factories.

場所／国／地域について「ひどく汚染されている」と言いたいということですね。これは次のように表せます。
