自然災害の場合の被害であれば damage という言葉を使いますので The typhoon was pretty bad but the damage was kept to the minimum （台風は結構酷かったが被害は最小限に抑えられた）と言います。
交通事故や犯罪などであれば damage とも言えますが他には harm と言います。The accident only seemed to cause minimal harm （事故による被害は最小限のものだった）。
怪我などであれば injury というので minimal injury や the injury was kept to the minimum などと言えます。
