"説明を必要とする" は「requires an explanation」と表現しますね。こちらの例では「requires」で"必要とする"と表し"説明"は「explanation」で言い表してます。
他にも「elucidate」で"明確、明瞭にする"または"説明する"とも表現できます。

・I'd like a photo that requires an explanation of the situation to use as a teaching material（教材として状況の説明が必要な写真が欲しいです）
・I'd like you to elucidate what is taking place in this photo in English please（あなたに英語でこの写真の中で何が起こってるか説明してほしい）
基本は
"require an explanation"（説明を必要とする）
"need an explanation"（説明が必要）
です。"require" の方が少しフォーマルです。
また「説明される必要がある」という形なら
"need to be explained"
と受け身で表現できます。
