「過去20年間」という場合は、
"for the last 20 years"
"for the past 20 years"
という表現を使うことが出来ます。
"for the last 20 years"は、20年間に起こった出来事で、基本的には現在起こっていない出来事に対して使いますが、"for the past 20 years"は、20年前から現在も続いている出来事に対して使うことが多いです。
また、
「過去20年間で初めての出来事」という場合は、「20年間一度も起きていない出来事」という意味で、"in 20 years"を使って表現することが出来ます。
"It has never happened before in 20 years."
