「ほめる」は、お世辞を言ったり、相手の気分がよくなることを言うことですね。
compliment は動詞のほか、名詞もあるので give compliments という使い方ができます。
flatter は動詞として使ったり、flattering という形容詞もあります。compliment が挨拶程度のことを言う場合もある語に対して、flatter はお世辞の度合いが強いので「おだてる」に近いですね。両方を使って、flattering compliments「おべっか」や flatter someone with compliments「お世辞を言ってこびる」という表現もあります。
talk someone up で「ほめる」という表現もよく使います。
ちなみに、ネガティブな言い方ですが、suck up で「機嫌を取る」や「おべんちゃらを言う」という意味があり、それがうまい人を a suck-up と言います。
