「起用する」は英語で2つの表現があります。まずは to appoint (somebody) です。これは「命じる」や「任命する」みたいな意味です。よく「起用された」の形で使われています。例えば、
She was appointed as a model for the magazine.
彼女は雑誌のモデルに起用されました。
He was appointed as the chief director of the State Department.
彼は国務省の部長に起用されました。
もう１つのフレーズは to promote です。これは「進める」や「昇進する」みたいな意味です。いつも同じ仕事でもっと高い位に上がるということです。例えば、
She was promoted as a model for the magazine.
彼女は雑誌のモデルに起用されました。（又は昇進された）
I promoted him because he works hard.
彼が頑張ってるから、起用しました。
