"住民票をうつす"は「transfer the resident's card」となりますね。"住民票"は「resident's card」で"移す"は「transfer」になります。「resident」が"居住者、定住民"と言う意味になります。
こういった場合では他にも「resident registration」で"住民登録"とも言えますね。
