原則出社禁止って英語でなんて言うの？

3月から4月、原則出社禁止。ただし真に必要な時のみ認める。非常に厳しいルール。
5月から6月、原則出社禁止。必要であれば出社を認める。少し緩和されたルール。

上記2つの違いも英語で表現できると嬉しいです。

「原則」は「general principle」です。
「原則として」は「as a general principle」といいます。

「出社」は「go to work」または「go to the workplace/office」です。

「禁止されている」は「to be forbidden」です。

From March to April, as a general principal, it was forbidden for us to go to the office.

But we could go only if it was really necessary. 
ただし本当に必要なとき認めてくれた。
