思っていたより、外出する人々は、あまり減っていないって英語でなんて言うの？

the number of people で「人の数」
go out で「外出する」
decrease で「減る」
the way I thought it would で「そうなるだろうと思った方向」＝「思ったより」

ーThere are just as many people out and about these days, even now that a state of emergency has been declared.
「非常事態宣言が発表されたのに、このところ、同じくらいたくさんの人が外に出ている」
There are just as many people で「同じくらいたくさんの人がいる」
out and about で「出歩いて」
state of emergency で「非常事態宣言」
declare で「宣言する・発表する」
