the problem of loneliness 孤独問題 lonelinessは問題だと理解できますのでthe problem ofを抜いても大体通じると思います。 the problem of employment instability 雇用の安定の問題 employment stabilityは問題じゃないのでinstabilityにしました。the problem ofを抜いてもいいですね。 I think that〜 〜だと思う the problem of employment instability should be solved, more so than loneliness 解決すべきは、孤独問題より雇用の安定だ 直訳的にemployment stability should be solvedも通じはしますが、employment stabilityと言う表現自体は「問題」と言う意味を表さないので、solveを使うとちょっと違和感があると思います。employment instability should be solvedの方が自然になります。 より短い表現にしたければ、I think that the more urgent problem to solve is employment instability （より緊急な（解決すべきな・優先度の高い）問題は雇用の安定だと思う）がいいと思います。 ちなみに、孤独担当大臣は英語で「Minister of Loneliness」になりますね。 ご参考になれば幸いです。
