get by は「なんとかやっていく」「問題なく生活する」という意味で、生活の話にとてもよく使います。
just fine をつけると「全然大丈夫」「普通にね」というニュアンスが出ます。

「それがなくても普通にやっていけます」
manage は「どうにかする」ですが、ここでは「十分やっていける」という意味になります。
without it は「それなしで」。今回だと “without Japanese” や “without speaking Japanese” のイメージです。
