と考えます。
前置詞inは美術館の中で、外ではなく内部で、atならピンポイントのイメージで、ほかの場所ではなく、美術館で払ったという場所がクリアーに表現できます。
pay forも支払うという意味で使えますが、頻繁に使われる状況は、罪や閥を償うという意味で使われることが多いです。to pay for one's sins
