この場合は、"It's been three weeks since I moved here." が自然で一般的な表現です。
「since」は「～以来」という意味です。
また、新しい街にまだ慣れていないという気持ちを付け加えるには、
"I've settled in, but I'm still getting used to the city."
『生活の基盤は整ったけれど、まだこの街には慣れていません。』
というように表現できます。
