この場合、次のような言い方ができますよ。

ーI couldn't quite hear the answer to question 2.
「質問２の答えがよく聞き取れなかった」

ーI couldn't get what the guy was saying in response to question number 2.
「男性が質問２の答えを言っていることが聞き取れなかった」＝「質問２の答えを聞き取れなかった」
この男性はリスニングの音声を話している人です。
