diluteは「薄める」のことですね。使う時、普段に何で薄めるかと一緒に書いています。ですから、上記の英文ではdilute it with waterになっています。
スープとの関係で「濃い」はthickを使います。反対言葉はthinです。スープの種類によってstrongとweakも使えると思いますが、その言い方は特別な場合しか使えませんので、thickとthingを提案したいと思います。

(スープの味が濃い）
- The soup's flavor is too strong so I will dilute it with water.
- The soup is too thick so I will dilute it with hot water.
