気持ちが分かる、は英語でI know how you feelと言う表現を良く使います。
日本語の表現とちょっと違いますね。
I know your feelingでも通じるかと思いますが、ちょっと不自然に聞こえます。
英語で「あなたがどう思っているか・あなたの気持ちがわかる」みたいな表現になります。
I know~・I understand~
〜がわかる
例えばI understand how you feelもOKです。understandは「理解できる」と言う意味ですね。

I get what he means about not being able to distinguish between a Chinese and a Japanese.
この場合、次のように言うと良いと思います。
ーI know what he's saying about not being able to tell the difference between a Chinese person and a Japanese person.
「中国人と日本人の区別がつかないという彼の気持ちがわかる」
I know what he's saying about ... で「彼の言っていることがわかる」
to tell the difference で「見分けがつく・違いがわかる」
ーI get what he means about not being able to distinguish between a Chinese and a Japanese.
「中国人と日本人の見分けがつかないという彼の気持ちがわかる」
I get what he means about ... で「彼が…について意味することがわかる」
to distinguish で「見分ける・区別する」
