ーwon't stop complaining about ...
to complain で「不平を言う・愚痴をこぼす」
ーdoesn't stop whining about ...
to whine で「愚痴を言う・泣き言を言う」
例：
Once my co-worker starts complaining about work, he won't stop for at least 30 minutes.
「同僚は仕事の愚痴を言い始めると、最低３０分は止まらない」
