本気でしようとは思わないって英語でなんて言うの？

また、文脈で「社長は口では改革が必要だと言うが、本気で改革しようとは思っていない」と言いたいなら、そうすると、「The President says that reform is necessary, but I don't think it is said earnestly.」という風に言えます。
